Maybe the reason is because primary My Dell app in Microsoft Store is a higher version which is not compatible with older models. The solution that worked is goto the Library in Microsoft Store, then choose 'Sort and Filter' and make sure 'Show installed products only' is unchecked and My Dell would be on the list with the cloud next to it which one can click and it will download and install My Dell v2.2.4.0. Using the instructions before and after the registry modifications and running 'wsreset' made no difference as basically the browser page would show My Dell but when it opens Microsoft Store, there is still no install button. However yesterday after a new Dell Power Manager Service was released, I did the same thing above except My Dell was no where to be found in Microsoft Store app when searching for 'My Dell'.
